What Bovaer is
Bovaer is the brand name for a feed additive whose active substance is 3-nitrooxypropanol (3-NOP). Mixed into cattle feed (a small daily dose), it inhibits an enzyme in the rumen that produces enteric methane. Maker dsm-firmenich states typical average reductions of about 30% for dairy cows and about 45% for feedlot beef cattle under studied conditions. It is a zootechnical feed additive for ruminants, not a medicine for people and not a consumer food ingredient.
EU regulatory history
- 30 Sep 2021 — EFSA FEEDAP Panel adopts its opinion on Bovaer 10: safe for dairy cows at the maximum recommended level under the proposed conditions; potential to reduce enteric methane; user risks include eye/skin irritation and inhalation of the pure additive. EFSA opinion
- 7 Apr 2022 — Commission Implementing Regulation (EU) 2022/565 authorises a preparation of 3-nitrooxypropanol as a zootechnical additive (substances which favourably affect the environment) for dairy cows and cows for reproduction. Holder: DSM Nutritional Products Ltd (represented in the Union by DSM Nutritional Products Sp. z o.o.). Authorisation runs to 28 April 2032.
- Later — Authorisation remains in force; EFSA has been asked to reassess aspects of the science as new data accumulate (product stays authorised during review). Check EUR-Lex and the EU Feed Additive Register for the current legal text and any amendments.
Other authorisations (brief)
- United Kingdom — Authorised following FSA assessment; FSA states milk and meat from animals fed Bovaer at the approved dose are safe, and the additive was not found in milk in the trials assessed (FSA explainer).
- United States — May 2024: FDA CVM completed its review for lactating dairy cattle and, in a letter to Elanco, said it had no questions at that time on intended effect and low risk under intended use (enforcement discretion for certain unapproved-drug requirements). Elanco commercialises Bovaer in North America.
- Canada — Authorised January 2024 (CFIA evaluation of 3-NOP as a gut-modifier feed component), as reported by FSA and Canadian press citing CFIA.
- Australia — Available as an excluded nutritional/digestive-type product (not regulated as a veterinary medicine by APVMA in the same way); food-safety aspects sit with FSANZ frameworks per industry notes.
National policy notes
- Denmark (from 1 Jan 2025) — Conventional dairy farms must reduce methane via feed: either more fat in the ration or an approved methane-reducing additive (Bovaer is the main option cited). Organic herds are outside that rule. Danish food authority points to EFSA for safety. Later in 2025, farmer surveys reported feed-intake and milk-yield concerns that authorities and industry are investigating; that does not by itself overturn the EU authorisation.
- Netherlands — Dairy Campus trials (DSM, Wageningen, FrieslandCampina, Agrifirm, De Heus, ForFarmers), then a large FrieslandCampina/Agrifirm on-farm pilot (158 farms). Use can be recognised in the sector carbon tool (KringloopWijzer).
2024 UK consumer backlash (factual)
In late November–December 2024, Arla announced a UK trial of Bovaer with Tesco, Morrisons and Aldi. Social media posts claimed the additive was unsafe or unapproved; some users called for boycotts. EFSA (2021 opinion) and the UK FSA both concluded that, at approved use levels, Bovaer does not pose a consumer safety concern for milk or meat; the additive is metabolised in the cow and was not found in milk in the trials they assessed. User (farm worker) handling of the undiluted powder needs protection because it can irritate eyes and skin and may be harmful if inhaled. Reuters and other fact-checkers noted that claims it was banned or unapproved in the EU were false.
