Symptoms:

Drivers side turn flasher would not blink (cycle on-off). When applying the brake one light would turn off. Changing the flasher did not fix the problem.
 

Solution:

I replaced the two bulb sockets on the drivers side and the flasher worked again.

How to test:

Take a multimeter and make sure the bulb socket is grounded.  If the socket is not grounded the socket ground wire has gone bad.
 

Problem:

Bad ground wires on the bulb sockets.  There are three wires and the ground wires was broken on two sockets.
